Mayor, police chief announce internal investigation beginning in Alton Sterling shooting

Louisiana's attorney general plans to meet Tuesday (March 27) with relatives of Alton Sterling, the black man who was shot and killed by a white Baton Rouge police officer, to inform them whether his office will charge either of the two officers involved in the deadly struggle, according to two family lawyers.

Louisiana Attorney General Jeff Landry, a Republican, said at a press conference his office concluded that the officers "attempted to make a lawful arrest of Alton Sterling based upon probable cause".

Only a handful of people were at the Triple S Food Mart less than two hours after Attorney General Jeff Landry on Tuesday announced his decision in the investigation of Alton Sterling's death.

The officers dodged federal civil rights charges in May 2017 after a lengthy Justice Department investigation.

Baton Rouge officers Blane Salamoni and Howie Lake responded to the scene, and said they believed Sterling was armed with a gun and was resisting arrest.

"The Louisiana Department of Justice can not proceed with a prosecution of either Officer Lake or Officer Salamoni".

"I know the Sterling family is hurting and I know they may not agree with this decision", Landry said. Sterling was black and both officers are white. Salamoni them fired three shots into Sterling's chest.

Alton Sterling, 37, was shot and killed by police in Baton Rouge in July 2016.

Landry said Sterling didn't follow officer's commands and that officers first deployed a Taser twice, with little or no effect, before Sterling was fatally shot.

"The Louisiana Department of Justice can not proceed with a prosecution of either Officer Lake or either Officer Salamoni", Landry said. His spokeswoman, Ruth Wisher, would not say if they planned to release the body camera footage and surveillance video that hasn't been made public.

The announcement makes Sterling's death the latest high-profile police shooting to end without charges for officers involved, following on the heels of federal authorities past year declining to prosecute either officer in the case.

"We owe this final review to the Baton Rouge community and the Sterling family", he said in a statement.

Sterling's aunt, Sandra Sterling, condemned the decision to not charge the police officers.

Salamoni then tried to grab Sterling's right hand while Lake pulled his gun and yelled at Sterling to not move.

The Sterling shooting prompted nationwide protests, including a demonstration two days later in Dallas where five law enforcement officers were fatally shot by an African-American ex-serviceman.

Quinyetta McMillon, the mother of Sterling's son, Cameron Sterling, said on Tuesday that the ruling emphasized their point. Officer Howie Lake II helped wrestle Sterling to the ground, but Lake didn't fire his gun.

Murphy Paul, the Baton Rouge police chief, said his department will continue its administrative review of how both officers acted in order to determine whether any policies or procedures were violated. Their suit alleges the shooting fit a pattern of racist behavior and excessive force by the Baton Rouge police.
