Mr Davis was speaking a day ahead of a crucial meeting of Theresa May's "Brexit inner cabinet" to thrash out the Government's position on future customs arrangements.

Asked during a hearing of the House of Lords EU Committee what state the future relationship framework would be in by the time Parliament votes on the withdrawal agreement this autumn, Mr Davis replied: "We take the view that it has got to be pretty substantive".

The EU, which does not believe the "streamlined" model would work, has insisted on a "backstop" plan in which Northern Ireland remained a full member of the customs union if other arrangements failed.

Theresa May has been warned by Tory Eurosceptics that a proposed "customs partnership" with the European Union after Brexit is unacceptable.

The key defeat was an amendment that would allow parliament to send ministers back to the negotiating table if MPs voted down Theresa May's Brexit deal. "Max-fac is probably more technologically straightforward - but it requires borders".

Instead, he said the Government aimed to have large amounts of detail - maybe even including legal wording - "nailed down" by the formal date of Brexit.

But Brexit Secretary David Davis has confirmed that Brussels is "pushing back" at the scheme, as well as a second United Kingdom proposal for a "streamlined customs arrangement" using new technology to avoid the need for checks at the border.

She was supported by a number of Conservative lawmakers, who have held the belief that May's call for the United Kingdom to leave the European Union's single market and customs union could damage and isolate Britain's economy.

"I think it would be quite hard to get the withdrawal agreement through the House if we don't have it substantively done". I can see why the Irish Government want it as a guarantee, but we have to have all three.

If we add a whole load of cameras to the Northern Ireland border, we will still be creating the infrastructure and-crucially-the targets that the police fear will become a focus for dissident groups who want to disrupt the peace process. And it would infuriate the Democratic Unionist Party, whose MPs prop up the minority Conservative Government in the House of Commons. Whether we can do that by June I'm not at all sure.

Asked if the United Kingdom commitment to no infrastructure would exclude cameras, Mr Davis repeated: "At the border".
