Administration's 'own numbers don't even support' fuel-efficiency proposal

Well, I think that, yes, they don't want to have to change, when they have already been preparing for a certain rule. The EPA estimates that the new rules would result in a 0.003 degree Celsius difference in the global climate by the year 2100, compared with the Obama-era mandate.

The lawsuit filed in May in the U.S. Circuit Court of Appeals for the District of Columbia alleged the plan to dump the mileage standards violated the federal Clean Air Act and didn't follow the agency's own regulations. "We urge California and the federal government to find a common sense solution that sets continued increases in vehicle efficiency standards while also meeting the needs of America's drivers", the Auto Alliance and Global Automakers, two of the top auto lobbying groups, said in a statement.

"EPA is proposing to withdraw the waiver granted to California in 2013 for the GHG [Greenhouse Gas] and ZEV [Zero Emissions Vehicles] requirements of its Advanced Clean Cars program", the proposal says. Becerra vowed Thursday to fight the White House's proposed changes, along with attorney generals from 18 other states.

The EPA and National Highway Traffic Safety Administration said the administration supports freezing the mileage standards after 2020, but would seek public comment now on that proposal and a range of others, including leaving the tighter, Obama administration fuel standards in place.

The EPA also took a step further in previous plans to challenge the California Air Resources Board's ability to set the state's standards for vehicle greenhouse gas emissions. Some of the states poised to join the suit, including Pennsylvania, adhere to California's stricter standards. "Kicking California bullies out of the fuel economy playground will expand consumer choice, while making new cars more affordable".

Fred Krupp, president of the Environmental Defense Fund, called the proposed rule "a massive pileup of bad ideas" that would increase pollution and raise fuel costs for consumers.

Two former EPA mileage officials said the administration's proposal departed from years of findings on fuel efficiency, auto safety, exhaust emissions and costs. "It means that the federal government will have slightly less control over the kinds of cars and trucks people can buy". It might even cause vehicle prices to stop increasing so rapidly. That will be the strategy for the fuel efficiency freeze.

It's got "everything to do with just trying to turn over the fleet. and get more clean and safe cars on the road", said Bill Wehrum, assistant administrator of the Environmental Protection Agency. CARB was created in 1967 to fight increasing air pollution in the state due to population growth, and its rules have been adopted by 12 other states and Washington D.C., according to the State of Maryland.

The Trump administration wants more gas guzzlers.

"There are compelling reasons for a new rulemaking on fuel economy standards for 2021-2026", said Transportation Secretary Elaine L. Chao. Requiring auto makers to reach ever-increasing standards would now be too expensive, putting the cost of vehicles increasingly out of reach. In their summary of the notice, the administration argues the proposal will prevent "thousands of on-road fatalities and injuries" because it will not force automakers to use lighter materials to improve efficiency.

"Rolling back these successful rules is a serious mistake that will cost consumers dearly".
