Report: Google's Plan to Launch Censored Search Engine in China Revealed

In the nearly 10 years since Google moved its China operations to Hong Kong, the number of Internet users in China has almost doubled. Yet it recalls Google's 2010 exit from China over the same government censorship its latest efforts would reportedly support.

After exiting China eight years ago due to censorship and hacking, Google is tuning a mobile search app that would filter blacklisted search results in order to re-enter the market, according to United States media reports.

The reports have prompted major concern among free speech and human rights activists, who fear that if Google were to return to China, having pulled its search engine from the country in 2010, it would be a regressive step given the country's extensive system of censorship.

According to the source that leaked internal documents about project Dragonfly, only a few hundred people at Google previously knew about the censored search engine being created. It would automatically block websites blacklisted by Beijing as well as search terms on human rights, democracy, religion, and peaceful protest, The Intercept said.

Asked about The Intercept report, Google said in a statement that "we don't comment on speculation about future plans".

"This also raises serious questions as to what safeguards Google is putting in place to protect users' privacy", he said.

Google's Android already has the largest market share of any operating system in China, now accounting for roughly 51 percent of all devices.

The company chose to quicken the development of a censored search service after Pichai met with top government official Wang Huning in December 2017, the Intercept reported. The app has already been demonstrated to the Chinese government; the finalized version could be launched in the next six to nine months, pending approval from Chinese officials, according to The Intercept. Although there's not direct evidence, the implication is that Google may have been given the green light to return to China if it complies with government restrictions.

In 2016, after taking over as Google's new CEO the previous October, Pinchai said at a conference in California, "I care about servicing users globally in every corner". Due to the censorship related issue, the tech giant Google was reluctant to launch its services in China. And Google has apparently changed its mind about censorship.

Some further information received from the insider sources reveals that the project for the censored version of Google search is being dubbed as Dragonfly.

The banned sites will be removed from the search results, so you can expect to simply not see any results at all if searching for a certain topic.

And while Google is a household brand in much of the world, its name may draw blank stares from China's younger generation who are growing up in the post-Google Chinese internet. Steps in recent years like removing VPN apps from the App store, blocking social media applications such as WhatsApp and Instagram, and restricting access to the ZeroNet website provide evidence as to why the combination of internet censorship regulations in the country is derisively dubbed "The Great Firewall of China".
